What a cookie consent tool actually costs for 1, 3 and 10 sites
Six consent tools' published plans, multiplied out to 1, 3 and 10 sites — per-domain billing, pageview caps and overage included — from one dated snapshot.
What’s new here: The monthly cost of six cookie consent tools at 1, 3 and 10 sites, computed from one dated snapshot of their own published plans (2026-06-10) — including per-domain multiplication, Cookiebot's small-account tier change and pageview overage — totals none of the vendors print on their pricing pages.
Every cookie consent vendor publishes a monthly price. Almost none of them publish the number you actually pay, because that number depends on two things the headline hides: how many sites you run, and how much traffic each one gets.
This article multiplies the published plans out. It covers six tools — Cookiebot, CookieYes, Termly, iubenda, TermsFeed and our own MostlyPrivacy — at one, three and ten sites.
# How these numbers were collected
The competitor prices come from one snapshot of each vendor’s public pricing pages, fetched on 10 June 2026 for our comparison pages. No logins, no sales calls, no quotes: only what each page showed the public that day. Prices change, so treat every figure as dated, and check the vendor’s page before you buy.
A few rules keep the comparison fair:
- Monthly billing, list price. Where a vendor publishes a monthly price we use it; annual discounts are noted separately. (iubenda re-checked on 3 October 2026: its $27.99 and $6.99 are the monthly-billing prices; annual billing is $24.99 and $5.99.)
- No VAT, no promo codes, no unpublished bulk discounts.
- Cookiebot is priced in euros. We have not converted it, because the exchange rate would add a second moving number to a dated one.
- Like for like means regional rules. Applying opt-in consent to EU and UK visitors and opt-out to Californian visitors is the feature that separates a real consent tool from a cookie notice, so the main table uses the cheapest plan of each vendor that includes it.
# The cost at 1, 3 and 10 sites
The cheapest published plan that applies regional consent rules, per month:
| Tool | Plan used | 1 site | 3 sites | 10 sites |
|---|---|---|---|---|
| MostlyPrivacy | Free / Starter / Pro | $0 | $15 | $35 |
| Cookiebot (≤ 50 subpages per site) | Premium Lite | ~€7 | ~€21 | ~€70 |
| Cookiebot (51–350 subpages per site) | Medium / Small | €30 | €90 | €150 |
| Termly | Pro+ | $20 | $60 | $200 |
| CookieYes | Pro | $25 | $75 | $250 |
| iubenda | Advanced | $27.99 | $83.97 | $279.90 |
How each row was computed:
- MostlyPrivacy prices by site count, not per domain: Free covers one site (with one generated document and a small badge on the banner), Starter covers three sites for $15, Pro covers ten for $35. Regional rules apply on every plan, including Free. Billed annually, Starter is $12 a month and Pro $28.
- Cookiebot prices each domain by its number of subpages. A small site of up to 50 subpages can use Premium Lite at about €7 per domain. Larger sites fall into Small (€15 per domain, up to about 350 subpages) — but since 18 August 2025, Small is only available to accounts with four or more domains, and accounts with one to three domains are moved to Medium at €30 per domain. That is why three mid-sized sites cost €90 while ten cost €150. Subdomains count as separate domains.
- Termly sells a licence per website. Regional consent rules and multi-language support are part of Pro+, at $20 a month per site ($15 billed annually). Termly offers a bulk discount from five licences, but its size was not published, so the ten-site figure is a ceiling.
- CookieYes prices per domain. Geo-targeting is part of Pro, at $25 a month per domain; annual billing gives two months free.
- iubenda prices per site. Geo-targeting and all languages start at Advanced, $27.99 a month per site billed monthly, or $24.99 billed annually.
# TermsFeed: priced differently
TermsFeed does not fit the table, because it sells two things separately. Documents are either bought one at a time — $14 to $140 each in our snapshot, rising with the clauses you add — or covered by a $119-a-year unlimited-documents plan. The consent banner with consent logs and geolocation is a separate Privacy Consent subscription at $10 a month, or $8.33 billed annually.
For one site with both, that is about $19.92 a month on monthly consent billing ($119 ÷ 12 + $10), or about $18.25 with both billed annually. Our snapshot does not say how the Privacy Consent subscription counts multiple domains, so we have not extended it to three or ten sites.
# The cheaper entry plans, and what they leave out
Every vendor has a cheaper plan than the one in the table. The difference is usually the regional rules:
- Cookiebot Free covers one domain of up to 50 subpages with the initial scan, but no geotargeting, no consent reporting and no custom styling.
- CookieYes Basic is $10 a month per domain with 100,000 pageviews — and multilingual banners — but no geo-targeting.
- Termly Starter is $14 a month ($10 annually) for one website, two policies and 50,000 banner views, without multi-language or regional rules.
- iubenda Essentials is $6.99 a month per site ($5.99 billed annually) with 25,000 pageviews and one language.
If all your visitors are in one jurisdiction, an entry plan can be enough. If you have EU and US visitors on the same site, it usually is not.
# Pageview limits and overage
Per-domain pricing multiplies the bill by your number of sites. Pageview allowances multiply it by your traffic.
- CookieYes includes 100,000 pageviews a month per domain on Basic and 300,000 on Pro, and charges $0.30 per 1,000 pageviews above that on both. A site with 150,000 monthly pageviews on Basic pays $10 plus 50 × $0.30 = $25 a month — the same as Pro.
- iubenda Essentials includes 25,000 pageviews and charges $0.05 per 1,000 above it. A site with 100,000 monthly pageviews pays $6.99 plus 75 × $0.05 = $10.74 a month. Advanced includes 50,000.
- Termly caps banner views at 10,000 a month on Free and 50,000 on Starter; Pro+ is unlimited.
- MostlyPrivacy’s paid plans are not metered by pageviews or banner views.
For one quiet site, none of this matters. For ten busy ones, overage can cost more than the subscription.
# What the price includes besides the banner
The plans in the table do not buy the same things:
| Tool | Legal documents included with the plan above |
|---|---|
| MostlyPrivacy | Privacy, cookie, terms and nine other document types (one document on Free) |
| Cookiebot | A cookie declaration |
| CookieYes | Cookie policy and privacy policy generators |
| Termly | Unlimited policies on Pro+ |
| iubenda | Privacy and cookie policy, plus terms and conditions on Advanced |
| TermsFeed | Documents bought separately, or the $119-a-year unlimited plan |
There are also differences a price table cannot show. iubenda’s documents are drafted by its in-house lawyers and update themselves; MostlyPrivacy’s are statute-cited templates that change only when you regenerate them, and have not been reviewed by a lawyer. Cookiebot, CookieYes and Termly block known trackers automatically; MostlyPrivacy holds back the scripts you tag. CookieYes, Cookiebot and Termly support the IAB TCF for ad-funded publishers; MostlyPrivacy does not. If any of those matters to you, it matters more than the monthly price.
# How to work out your own number
- Count the sites that need a banner, including subdomains if your vendor bills them separately.
- Decide whether you need regional rules. If you have visitors in the EU or UK and in the US, you do.
- Check each site’s monthly pageviews against the plan’s allowance, and add overage.
- Add the documents you need — a privacy policy at least, usually a cookie policy and terms too — if the consent plan does not include them.
- Multiply by twelve and compare annual billing, which most vendors discount by 15 to 25 percent.
Our pricing page lists MostlyPrivacy’s plans, and the comparison pages set our product against each of these tools feature by feature, including the places they are stronger.
Frequently asked questions
How much does a cookie consent banner cost per month?
For a single site, between nothing and about $28 a month in our June 2026 snapshot. Most vendors have a free tier for one small site, then charge $7–$28 a month per domain for the plan that adds regional consent rules. The number that moves the bill is how many sites you run, because most tools multiply their price by the domain count.
Why do cookie consent tools charge per domain?
Because each domain is a separate configuration, scan and consent log for the vendor, and per-domain pricing scales revenue with the customer's footprint. For a business with one site it makes no difference; for an agency or a company with regional sites it is usually the largest line in the cost.
Do pageview limits matter for a consent banner?
Only above the allowance. CookieYes and iubenda include a monthly pageview allowance per domain and charge per 1,000 pageviews beyond it, and Termly caps banner views on its cheaper plans. A site under the allowance pays the list price; a busy one can pay more in overage than in subscription.
